DECISION

Defining the functions, tasks, powers and organizational structure

of the Institute of Natural Resources and Environment Training

MINISTER OF NATURAL RESOURCES AND ENVIRONMENT

Pursuant to the Government's Decree No. 101/2017/ND-CP of September 1, 2017 on education and training of cadres, civil servants and public employees;

Pursuant to the Government's Decree No. 36/2017/ND-CP of April 4, 2017 defining the functions, tasks, powers and organizational structure of the Ministry of Natural Resources and Environment;

Pursuant to the Government's Decree No. 123/2016/ND-CP of September 1, 2016 defining the functions, tasks, powers and organizational structures of the ministries and ministerial-level agencies;

Pursuant to the Government's Decree No. 125/2011/ND-CP of December 30, 2011 on the training schools of government agencies, political organizations, socio-political organizations and people's armed forces;                                                                                

At the proposal of the Director of Institute of Natural Resources and Environment Training and the Director General of Department of Personnel and Organization,            

DECIDES:

Article 1. Position and function

  1. The Institute of Natural Resources and Environment Training (InNET) is a public non-business unit under the Ministry of Natural Resources and Environment (MONRE) that has the function of training of civil servants, public employees and labors in natural resources and environment sector; science researching, technology transferring and international cooperation in training and human resource development; providing services in training and human resource development, issuing certificate of practice in natural resources and environment sector in accordance with the law.

   2. InNET is a level III accounting unit, has the legal entity status, its own seal and account; has headquarters in Hanoi.

Article 2: Tasks and powers

1. To develop and submit to the Minister strategy, planning, long-term, mid-term and annual plans on InNET development in accordance with requirements for training of cadres, civil servants, public employees and labors in natural resources and environment sector; implement after getting approval.

2. Regarding training:

a) To organize the development and adjustment of the training curricula and materials as assigned by the Government and MONRE, submit to the authorities and implement after getting approval; select training curricula and materials under guidance of authorities managing the training curricula.

b) To participate in the development of MONRE’s mid-term and annual plans on training of civil servants, public employees; implement after getting approval.

c) To implement training curricula for trainee civil servants and public employees; training curricula on state management knowledge before appointing managerial positions at division and equivalent level; training curricula on state management knowledge according to the criteria for rank of official and equivalent, rank of principal official and equivalent; training curricula according to the criteria for professional titles of public employees in natural resources and environment sector; other training curricula assigned by the authorities in accordance with the law.

d) To chair and coordinate in the organization of training on professional knowledge and skills as required by the working positions; leadership and management knowledge and skills, political theories, ethnic and foreign languages, informatics and other knowledge and skills for civil servants, public employees and labors in natural resources and environment sector.

đ) To coordinate with relevant units in the organization of examinations and training before recruiting, promoting the rank of civil servants and the category of professional titles of public employees in natural resources and environment sector and other sectors in accordance with the law;

e) To organize training on legal knowledge and regulations related to natural resources and environment.

g) To chair and coordinate in the organization of training on legal knowledge, professional knowledge and skills and other knowledge and skills for issuing the certificates in accordance with the law.

h) To develop information system, library, facilities and equipment to meet requirements for improving quality of training.

i) To manage and issue certificates for learner after completing the training courses according to the regulations.

k) To cooperate with domestic and foreign agencies, organizations and individuals in training in accordance with the law.

3. Regarding science, technology and international cooperation:

a) To implement science and technology research, develop, apply and transfer technology on training and human resource development in accordance with the law.

b) To investigate, survey and evaluate actual situations and demands for training of cadres, civil servants, public employees and labors in the fields managed by MONRE.

c) To research and propose directions for renovating and improving the quality and efficiency of training in accordance with characteristics of the natural resources and environment sector and requirements of the society.

d) To chair or participate in national and international forums, conferences and workshops related to training, research and development of human resource in natural resources and environment sector in accordance with the law.

đ) To implement international cooperation in developing the training curricula and materials; exchange experts, lecturers, learners and other activities on training, research and development of human resource in accordance with the law.

4. To chair or participate in research, development and implementation of programs, schemes, projects, missions and tasks as assigned by the Minister.

5. To provide services, consultancy on training, research and development of human resource in accordance with the law.

6. To chair or participate in development and implementation of national programs, schemes, projects, missions and tasks and international projects on training of cadres, civil servants and public employees.

7. To implement autonomy and self-responsibility of a public non-business unit in accordance with the law.

8. To implement administrative reforms, practise thrift, prevent, combat wastefulness and perform the task of preventing and fighting corruption under the InNET’s management according to the programs, plans of the Ministry and the assignment of the Minister.

9. To manage the organization, working position, structure of public employees according to the professional titles and number of labors as assigned by the Ministry and in accordance with the law.

10. To manage finances and properties of InNET; perform the task of a level III accounting unit in accordance with the law.

11. To implement the regulations on information, statistics, periodical and irregular reports on the performance of assigned tasks and activities of InNET.

12. To perform other tasks assigned by the MONRE’s Minister.

Article 3: Board of Management

1. InNET has a Director and no more than 03 Deputy Directors. The Director and Deputy Directors are appointed or dismissed by the MONRE’s Minister according to the regulations.

2. The InNET’s Director is responsible to the law and to the Minister for the assigned tasks and all activities of InNET; defining the functions, tasks, powers and organizational structure of units under InNET; issuing the regulations on organization and operation, internal revenue and expenditure and other regulations of InNET in accordance with the law.

3. The InNET’s Deputy Directors assist the Director, have responsibility to the Director and to the law for the assigned fields of work.

Article 4. Organizational structure

1. Office.

2. Division of Training Management.

3. Division of Science, Technology and International Cooperation.

4. Faculty of Professional Training.

5. Faculty of Leadership and Management Training.

6. Centre of Research and Development of Human Resource.

Centre of Research and Development of Human Resource is a dependent accounting unit, has its own seal and account in accordance with the law.

Article 5: Effectiveness and Responsibility

  1. This Decision takes effect on January 1, 2018.

  2. Chief of the Ministry Office, Director General of Department of Personnel and Organization, Director of Institute of Natural Resources and Environment Training and heads of agencies and units under MONRE have to implement this Decision./.
